Thomas Gilligan was cleared anew Friday in the fatal shooting of a Negro boy who touched off widespread race rioting and violence last summer.

Gilligan, already had been absolved by a grand jury. The police department's civilian complaint review board ruled unanimously Friday that he committed "no violations of rules and procedures" of the department. Civil rights groups had demanded strong action against the lieutenant, who has been on sick leave since shortly after the shooting. James Pwell, 15, was shot July 16. Gilligan said the youth swung at him more than once with a knife and a warning shot failed to deter him.

The boy had been involved in an altercation with a building superintendent shortly before. The civilian complaint review board is made up three deputy police commissioners. Collins Awarded Two Government Contracts Two government contracts totaling $39,700 have been awarded to Collins Radio Co. by the Defense Supply Agency's electronics supply center, Dayton, Ohio. DRIVE SAFELY DES MOINES -Motorists should be their most alert from 5 p.m.

to 6 p.m. on Saturdays, because that is one of the deadliest times of the week on Iowa's highways. Statistics released today by the Iowa safety department showed that seven persons were killed in October in accidents that occurred between 5 p.m. and 6 p.m. on the final day of the week.

This was more than any other one hour of the week for the month. The next deadliest hours were the ones preceding and following it. Four persons were killed between 4 p.m. and 5 p.m. on Saturdays and died in accidents between 6 p.m.

and 7 p.m. on Saturdays. Statistics for the year to date, however, show that the period from 7 p.m. to 8 p.m. on Saturdays has been the most dangerous, with 15 traffic fatalities through October.

However, the 5 p.m. to 6 p.m. to 7 p.m. on Saturday were next with 13 each. In any case, the 4 p.m.

to 8 p.m. period on Saturday is the worst of the week, with 017 fatalities during that period in October and 55 for the year. This compares with the over-all total of 86 highway deaths in Iowa durOctober and 674 for the 10-month period through October. Saturday as a whole also is the deadliest day of the week, accounting for 29 fatalities in October and 149 for the year. The safest day in October was Thursday with seven highway deaths and for the year was Monday with 71 fatalities.
